Three years after its launch, the INTEGRA Programme, funded by the European Union and implemented by Ayuda en Acción, CISP and HIAS, celebrates its successes. From 2021 to 2024, the programme, part of the EU's response to promote the socio-economic integration of migrants with a Triple Nexus* approach, exceeded its objectives, serving 85,000 people with actions aimed at creating a more inclusive and equitable environment .
The programme adopted a multidimensional approach, offering legal guidance, migration regularization, psychosocial assistance, inclusion of children and adolescents in the education system, distribution of school kits, and assistance to victims of gender violence. Professional training and job placement courses were also organised, with particular attention to gender dynamics.
Insertion into the job market
The programme facilitated the dignified insertion of regularized migrants into the Ecuadorian labor market, including anti-discrimination training, capacity building of public and private officials, development of soft skills and professional training targeted to the local labor market. Sustainability and management training were also promoted, with a focus on socio-emotional skills, development of business plans, access to legal financial services and marketing platforms, and technical support.
Social cohesion and peaceful coexistence
To improve social cohesion and peaceful coexistence between Venezuelan migrants and Ecuadorian host communities, the programme organized awareness-raising actions against xenophobia and discrimination, schools of law and citizen participation, exchange networks and cultural dialogues. Initiatives to exchange experiences and public policies were promoted.
CISP also contributed to the drafting of a bill on the inclusion of migrants and human mobility, approved unanimously by the National Assembly of Ecuador, in collaboration with the Ombudsman and other civil society organizations. Again thanks to CISP’s initiative, two new spaces for dialogue have been established: the “Round Table for the defense of public policies on human mobility”, and the "Permanent Forum for Mobility", to generate proposals, provide technical advice and legal aid , and discuss issues related to the mobility of migrants and refugees, with particular attention to vulnerable groups.
The INTEGRA Programme, with its holistic approach, integrated legal and labour aspects, offering sustainable training opportunities and promoting social cohesion and peaceful coexistence. Another step towards more inclusive and equitable societies, where every individual can find a dignified life full of opportunities.
*The "Triple Nexus" is a strategic concept developed in the field of international interventions to address the complex and interconnected challenges that arise in crisis contexts. This approach integrates humanitarian response, development and peace in a holistic approach, promoting integrated and coherent collaboration between humanitarian, development and peace organizations. This holistic approach is particularly relevant in contexts of fragility and conflict, where immediate needs and long-term solutions must be addressed simultaneously to ensure an effective and sustainable response.
