Socio-economic inclusion in Agadez: principles, resources and local needs combined with universal knowledge and traditions of earthen architecture

Description

This project is a part of the response to the unprecedented migratory crisis in Europe and the fight against the root causes of irregular migration. In particular, combatting the issue of trafficking and offering both direct and indirect alternatives for the social and professional integration of young people through the immense architectural tradition of Niger.

The action proposes to contribute to the socioeconomic and cultural inclusion of the population of Agadez through knowledge sharing and the development and valorisation of urban planning, as well as construction techniques in bioclimatic and ecological earthen architecture.

U4C strengthens regional stability by responding to unemployment and other challenges with a programme of immediate impact.

The action is part of the following 4 objectives of the EU Trust Fund:

To establish economic programmes for job creation with an emphasis on youth and women, as technical and vocational training and the creation of small/medium enterprises.
To improve the resilience of local populations and access to basic services with a focus on the most vulnerable such as refugees and displaced persons.
To improve border management and contribute to the fight against smuggling and human trafficking.
To build better governance, especially in terms of conflict prevention and the improvement of the rule of law.

OBJECTIVES

Overall objective

To contribute to regional stability and better management of migration by addressing the root causes of irregular migration, increasing economic opportunities and local development through sustainable management of the environment.

Specific objective

To support sustainable local economic development that is resilient to climate change through bioclimatic construction and an inclusive urban planning model.

Activities

Information for all stakeholders regarding the urban development project, including people with disabilities; empowerment of local participants and legal approval of the development plan in accordance with current regulations.
Awareness-raising for disabilities and the rights of people with disabilities
Training 250 bricklayers as well as a pool of 10 technicians and bricklayers; maximising the impact of the urban development project within the municipality; supporting the integration of urban planning into municipal development plans (building permits)
The design and construction of 500 bioclimatic social homes in rammed-earth architecture
Compiling and publishing an inclusive practical guide on construction methods for bio-homes in rammed-earth architecture and dissemination of good practices
Advocacy for the adoption of new laws as well as the standardisation and recognition of earthen construction at a regional level

Output and results

A residential complex built on inclusive land planning in the municipality of Agadez
A new neighbourhood of 50 hectares built (1000 lots, 500 houses)
500 families (3,500 people) benefit from social housing
Job opportunities created through construction work and specialised training
600 workers trained and employed in the construction of social houses
250 bricklayers and technicians trained and employed in the construction of social houses
2,185 metres of water pipes installed
20 technicians and people with disabilities trained in accessibility
Dissemination in Niger of standard norms on bioclimatic and accessible construction; 1 land-based inclusive construction guide published; films created and distributed; members of organisations of disabled people trained on the labour rights of individuals with disabilities
